GEOTEC HANOI 2023 (GH2023) is the fifth event of the GEOTEC HANOI conference series. We are proud to say that it has been a success story so far. Since our first conference in 2011 with 450 attendees from 24 countries, we have grown in numbers, diversity, and impact. GH2023 is expected to host approximately 1000 participants from more than 40 countries and territories. The series of GEOTEC HANOI conferences has been organized by FECON, a leading infrastructure contractor in Vietnam, and the Vietnam Society for Soil Mechanics and Geotechnical Engineering (VSSMGE), under the auspices of the International Society for Soil Mechanics and Geotechnical Engineering (ISSMGE) and the Japan International Cooperation Agency (JICA). With three additional co-organizers: the Japanese Geotechnical Society (JGS), the Thuyloi University (TLU), and the Vietnam Petroleum Institute (VPI), GH2023 was taking place on December 14–15, 2023 at the National Convention Center (NCC), Hanoi, Vietnam. In recent years, Vietnam has made remarkable progress in infrastructure development. Vietnam has invested more than one-third of its GDP in infrastructure, with about 9% going to transport, energy, water and waste, social, and digital sectors. Despite losing momentum due to COVID-19, the construction industry in Vietnam is fortunately one of the best performing in the world. Infrastructure is the backbone of economic growth and social well-being. It provides essential services such as transportation, energy, water, and communication and supports the development of other sectors such as industry, agriculture, tourism, and education. However, infrastructure always faces many risks and uncertainties, such as natural disasters, climate change, urbanization, digitalization, and security threats. Therefore, it is important to design, build, operate, and maintain infrastructure that should be sustainable, and that can adapt to changing needs and conditions. In Vietnam, many large infrastructure projects are being constructed. The metro lines are under construction in Hanoi and HCMC. Long Thanh International Airport is a highlight in the country’s economy. The express train route along the country is under study. Wind energy and other recycled energy projects are being firmly targeted. Infrastructure development is not only a national issue but also a regional and global issue. That is why we need to work together to develop the infrastructure that benefits all of us. To collaborate between countries, we believe that much experience and knowledge can be shared and learned in this conference with six technical sessions: (1) Deep Foundations, (2) Tunnelling and Underground Spaces, (3) Ground Improvement, (4) Landslide and Erosion, (5) Geotechnical Modelling and Monitoring, and (6) Offshore Wind Power. The keynote lectures given by world-leading experts are always milestones for the success of our conferences. This year, the keynote lectures are presented by Prof. Rainer Massarsch (Sweden), Prof. Alessandro Mandolini (Italia), Prof. Giulia Viggiani (UK), Prof. Antonio Gens (Spain), Prof. Mitsu Okamura (Japan), and Prof. Richard Jardine (UK). We also have special invited lectures given by Dr. Marc Ballouz, ISSMGE President, and Prof. Keh-Jian Shou, ISSMGE Vice-President for Asia. The Sven Hansbo Lecture was started in 2016 to honor Prof. Hansbo. This year the lecture for the third time will be given by Prof. Rainer Massarsch.
